i think i need the system in japanese to run this, applocale is not enough.

Try changing your region format, fixed it for me. Control Panel -> Clock and Region -> Region. Then, change the format to Japanese.
dont work for me
the game dont look that good anyway. i really hope Insult Order does not come with this type of protection-bug for non japanese because is purchase day 1 for me.
