why make the uncensor into an exe? nobody is going to trust that

Scanned the uncen's .exe on VirusTotal, MetaDefender, and Jotti. One hit total (Webroot). Not gonna speculate about it being safe or unsafe, just noting my results.

That .exe is a "mod installer" sort of thing from Unity Asset Editor. It is supposed to replace some of the mosaic parameter files with the edited ones. If you don't trust it you can download UAE and import the .txt yourself, should be able to do the same thing just fine.

This time the UNCEN is very easy,You just need to modify sharedassets0.assets:FloatValue colMask float val=15 to 0.

@SirFartsalot configure shareassets0.asset with pathID 127 and 5260 with your extractor, and remove the PathID 1952 from globalgamemanagers.assets. Hope my comment helps, the txt instruction(dump) is from the files that cmdret provides.
